Forwarding in case others are confused by this.

I can't figure out how to use the cli for everything.  For instance, how
do I get a list of recent scratch builds?

 Fedora infrasturture decided to remove the login button as it offered very
 little benefit and had an extremely high support burden.  if you know the
 url to log in you still can but everything can be done from the CLI that
 can be done from the web, plus a lot more.

 It is a config option in koji web to hide the login button.

I couldn't find a way to show either scratch build tasks or finished
tasks of any sort with the cli.  There doesn't seem to be any separate
documentation.

You can still use the web ui to see "scratch = True" for any given
scratch build.

I think it will while they are running, but not after the fact. 

You can have FMN ( https://apps.fedoraproject.org/notifications/ ) mail
or irc query you for all your scratch builds. 

You can also find all scratch builds of yours that were successful: 
https://kojipkgs.fedoraproject.org/scratch/

and you should be able to query datagrepper for any also

Yes, but that takes hours (I'd say normally about half a day) and I keep
losing notifications somehow.

There have definitely been times when it gets swamped and behind in the
past, however thats mostly solved now. See:

The new setup is live now. Yesterday with the mass branching it got
about 2 hours behind at it's worst, but caught up pretty fast. In the
past that would have put it behind for a day or two... 

Of course it can always be faster and we are working on that, but it
should be much better now that it has been.
