AFAIAA There isn't a policy. It's a barrier to entry and it would stop some people from using the site, so it requires some analyses of the impact on participation by the communities using RHBZ. We can block comments based on content, so if there are patterns in the content we can have some impact here. We don't support only limiting write access to a bug, you would also have to make the bug unreadable to those people. We could of course make it possible, but I think given the impact on the broader community it would require a lot of thought and consultation to work out how to do that in an acceptable way. Why the bots stick to several bugs rather than spamming randomly on every bugs? Can a bugzilla issue be locked because of spam?
This old issue (https://bugzilla.redhat.com/show_bug.cgi?id=1177202) keeps receiving spam every couple of weeks from a different account. I've been trying to flag the spam comments as spam, and remove the flags they keep setting, and remove their CC as well, so they don't get follow-ups and get encouraged to continue spamming. However, they keep doing it. It's really quite annoying.
