arises. It appears to be a driver issue.

Cannot reboot/poweroff on login screen

Restart or power off fails from the login screen because gnome-shell
is sending messages on the wrong user bus. This results from Fedora
making use of  extended capabilities; we are apparently the only
distribution that does. Disabling the capabilities may be the best
approach for the Beta release, with a better fix for Final or future
releases.

Fedora34 cannot be upgraded to 35 using Software and PackageKit

An upstream commit prevents prompting for credentials, which results
in PackageKit failing to perform upgrades. Reverting the commit allows

The description here is a bit out of date, actually. I have updated the
bug.
