We share the same permissions (packager+provenpackager), so I assume
bodhi was waiting for the build to be signed before showing the
dropdown, or something like that.

I don't think bodhi looks at a bug's state at all, as far as I can
tell, it only *writes* to bugzilla, but doesn't *read* bug information
(other than the title, for displaying it in bodhi).

Thanks.  I did not see that dropdown with my level of Bodhi permissions.

Does bug state matter to Bodhi?

There's an "Actions" dropdown next to the update's state, which
contains a "Push to testing" button.
I've pushed that button for you, it looks like the update has been
poked into the "pending testing" state successfully now.
