Circling back here... I downgraded the hosts yesterday and they have
been all checking in reliably as far as I can see. 

Are you still seeing any build issues?

yeah. Shortly before final freeze I updated the virthosts those builders
are on. Sadly, somehow the newer kernels cause those weird network
hiccups. Builders stop checking in, or don't return when uploading as
well.

I moved one of them back to the previous kernel to confirm it was ok and
it has been. I am downgrading all the rest now, so they should all be
back to hopefully being stable later this afternoon.

I see these regularly in koschei failures as well.
x86_64 and aarch64 builds succeed, but ppc64le fails with network issues.
