Actually it always satisfied two of the three requirements for free 
format: it was always very well documented with open documents (without 
any patents required), and there was always at least one independent 
implementation (ghostscript). However, for a long time it was governed 
only by Adobe. Since however one variant of PDF was also submitted to 
ISO, it is now fully free and open format according to any measures 
imaginable, IMHO.
