Besides switching from Red Hat to Fedora is fairly pointless since both names have trademark requirements. Calling it by a generic name encourages broader adoption as well c.f system-config-printer which is the default for all major distributions now. The rpm-config package is certainly pretty specific to RHEL/Fedora.
