I don't think so. That was delivered as a Fedora change and if you want to 
activate the contingency plan, please approach FESCo.

It has broken hundreds of packages in Fedora, and is (IMHO) wrongly
implemented.  It shouldn't fiddle around with build flags, but should
use the same rpm-build mechanism as strip/debuginfo to post-process
ELF files found in the RPM.

Or maybe it should be discussed in another meeting?
