I mean dnf-conf is not a weak dep, it's hard dep.

Actually if there are some broken deps within latest packages, solver
tries to install any package which will be solvable (lower version).

What two options? We have intentionally turned off all weak deps in the 
buildroots.  AFAIK the confusing output from dnf is it saying its skipping the 
packages because of our turning off all weak deps
