[OMPI devel] Github CI on main and v5.0.x branches

FYI:

There is a known issue with the Jenkins running on OMPI PRs right now.
 *
You'll notice that all the "continuous-integration" PR CI entries are 
perpetually in the yellow-dot state.
 *
Brian is working to fix it (thanks Brian!).  Stay tuned.

We just made a bunch of CI tests mandatory on main and v5.0.x, meaning that you 
can't merge unless they pass.
 *
The mpi4py CI tests are currently exempted from the "must pass" rule because 
they are sometimes passing and sometimes failing on both main and v5.0.x.
 *
This is not a good situation: we need to fix whatever is causing the mpi4py 
tests to fail.
 *
A few people are looking into this, but more hands / eyeballs on the problem 
would be greatly appreciated.
