Please finalize those as soon as possible; we need those before we can create

And I know, branching is still ongoing so I understand that we might need to
wait that until finalize change files in some modules. But most of modules that
shouldn't needed & we can finalize those already now. We are targeting to
finalize branching immediately after qt5.git merge from 5.9 -> 5.10 is
finalized (https://codereview.qt-project.org/#/c/211681/)
