We just want to protect simple users that just want to raise the priority of 
the bug they report.

I think permissions should be given to anyone who requests them with 
intentions to contribute.
And any approver should be able to give easily permissions to another user.

And those who are doing it can get their rights revoked (but the
account being still active).

Please have a look at the
 Changes to the Jira roles and workflow
thread, which was started on 08.02.2012.

I guess many have missed that email, because discussions are much slower 
than I expected. But that mail discusses recommended changes to Jira. If 
you have opinions on that matter, please discuss it on that thread.
