Not really.  The actual requirements are very much dependent on the
context of use - number of users, number of orgunits, tracker vs
aggregate etc.

If you are talking about something that will just run on your laptop,
then I think the very minimum you might get away with is about 2G RAM
but that would only do for a very small database.

number of good reasons why someone might be buying hardware.

Nami, if you are buying/renting a virtual server I'd try out pretty
small and see what you can get away with.  So something like 4G RAM
and 2 cpus might well handle the load.  (Having 50 users is one thing
but its also pretty variable depending on what those users are
actually doing).   If you find yourself struggling you are going to
need to increase but that is generally painless enough.  Thats a real
benefit of cloud provisioning.

very specific reasons to do so. There are many providers who can provide such 
services  such as Linode, DigitalOcean, Amazon Web Services among many others. 
To my knowledge. the vast majority of production DHIS2 instances are using some 
type of virtual hosting arrangement, but there are others who insist on 
purchasing hardware. However. it is not only the hardware which is the problem. 
You must have backup devices, UPS, air conditioning and of course, sufficient 
bandwidth to support an Internet facing server.  Basically, everything you 
would already expect to find in a data center. So, it is not only the server, 
and in the end, the total cost of ownership will be likely orders of magnitudes 
higher, than putting your DHIS2 instance with a cloud provider.
