Hi,

Both Tracker and event capture apps follow date format defined in Calendar
setting, which is either dd-MM- or -MM-dd.

The only place we show hh:mm:ss is in event comment/note details.

The output from the web-api definitely does not change. Regarding out
Tracker Capture and Event Capture apps I don't know, maybe Abyot knows?

In general this is usually left up to the app, as the output from the
web-api is normalized down to UTC.
