Hi everyone,

I've just posted a podcast of Professor M. S. Swaminathan's speech this 
past weekend at the Baramati conference in India:

Prof. Swaminathan is one of the world's leading thinkers on the role of 
ICTs in global development, particularly in terms of poverty alleviation 
in rural, agricultural communities. The speech he gave this weekend is 
one of the best arguments I've heard to date on the importance of 
bridging the digital divide in the developing world.

The file is rather large, just over 60 megs in size. I still hope to 
transcribe the speech, but I am not sure when I will have an opportunity 
to do this, so if anyone would like to volunteer, please email me. I 
would then post the transcript on the Digital Divide Network website.

Meanwhile, I've also posted some pictures from the presentation on my blog.

[DDN] One extra reason to blog on the DDN site

Hi DDN community -

One extra reason you might choose to blog (or write articles) on
the DDN site is to create an archive of blog postings that are
supportive of grant applications. To my mind, there could be no
more powerful material in the appendix of a grant proposal than a
collection of blog postings and articles with direct relevance to
the grant being requested.

 Doing so is the best evidence of your prior, public work on this
issue.  Grantmakers naturally favor any individual or
organization that is sharing all their ideas and progress in a
public  setting. Blogging helps you establish a track record. If
I were a grantmaking entity, I would require blog postings in the
appendix of grant applications. The most forward thinking of
grantmakers might someday choose to say: The only thing we want
to see in your application is a series of blog postings
explaining the work you're doing.

 On a similar line of thinking, if you post articles you write to
the web in your own web server space, it might be helpful to
include the date of the article near the top. In a grant proposal
I'm working on, I'll be citing an article I wrote back in May,
1997, Putting the Power of the Human Voice on the Web.   (See

  Unless I had added a date to that article when I wrote it, I
would not have remembered when I wrote it today.

   Adding a date to your articles also opens up the opportunity of
connecting with others of like-mind at some future date.  If
you and a colleague find out you were writing about similar
things at similar times, that helps establish a scholarly bond.

You become a Newton to their Leibnitz -- and vice-versa.

Hi all,
I'm looking for some *free* WINDOWS software to help teach BASIC typing
skills on a laptop. This is for a adult student learning to read who is an
absolute beginner with computers. His job requires him to use a computer
occasionally.

Any suggestions?

I just spoke with Karen yesterday about our efforts to bridge the divide on
Native American Indian Reservations. I'm in discussions with a few Tribes at
the moment regarding our Learning Center model on the reservations.

the US to address the Digital Divide that now exists for Native American
people?  I know of some existing work being done both nationally and by

Women represent nearly half the workers in the U.S. -- 46.6 percent. 
However, they always have been underrepresented in I.T. Even more 
discouraging is the fact that the percentage of women working in I.T. 
jobs is not growing but dropping. That is bad news indeed for employers 
seeking hard-to-find technical candidates and the women who might 
otherwise fill those well-paying jobs.

Skill obsolescence is the number one issue for I.T. workers, Professor 
Deb Armstrong of the University of Arkansas told NewsFactor. And it 
turns out, according to a study by Armstrong and her colleagues, that 
certain facts of women's lives make staying ahead of the game harder 
than it is for men.

The real digital divide
IT WAS an idea born in those far-off days of the internet bubble: the 
worry that as people in the rich world embraced new computing and 
communications technologies, people in the poor world would be left 
stranded on the wrong side of a digital divide. Five years after the 
technology bubble burst, many ideas from the timethat eyeballs matter 
more than profits or that internet traffic was doubling every 100 
dayshave been sensibly shelved. But the idea of the digital divide 
persists. On March 14th, after years of debate, the United Nations will 
launch a Digital Solidarity Fund to finance projects that address the 
uneven distribution and use of new information and communication 
technologies and enable excluded people and countries to enter the new 
era of the information society. Yet the debate over the digital divide 
is founded on a myththat plugging poor countries into the internet will 
help them to become rich rapidly.

Plenty of evidence suggests that the mobile phone is the technology with 
the greatest impact on development. A new paper finds that mobile phones 
raise long-term growth rates, that their impact is twice as big in 
developing nations as in developed ones, and that an extra ten phones 
per 100 people in a typical developing country increases GDP growth by 
0.6 percentage points.

And when it comes to mobile phones, there is no need for intervention or 
funding from the UN: even the world's poorest people are already rushing 
to embrace mobile phones, because their economic benefits are so 
apparent. Mobile phones do not rely on a permanent electricity supply 
and can be used by people who cannot read or write.
