Re: [DDN] Municipal broadband efforts in the US
Charlie, et al., I'm trying to develop a mechanism in which to do so. I am proposing an alternative model of collaborative action research: it needs to be sustained (ongoing), open, collaborative, not rooted in turf and ownership, and receptive to energies of volunteers. For now I am describing a sort of research commons, and have three projects in mind. One is the project you are describing. I am experimenting with it a bit here: Join the State-by-State ICT Policy and Practice Project: http://www.omidyar.net/group/state-by-state/ I'd want a more extensive tool set, for the open research collaborative, and am working on defining those. Right now the content is not "there", but it easily could be, given the right framework and committed parties. [DDN] A new DDN community: Get Illinois Online! (GIO)
Introducing the new GIO! (Sounds like a car commercial?) Citizen, Consumer and Community interests have gathered together in person and through the GIO listserv (subscription info below, in signature) from across Illinois, and with other experts and concerned citizens from across the country to work together to GET ILLINOIS ONLINE. What prompted this convergence of interests? We've been witness to the legislative agenda of Telecom and Cable giants in other states, and we know what to expect for Illinois. We dont say it as clearly as we need to, but these corporations dominate our sector and establish the climate in which we work, receive funding and live our lives. http://www.digitaldivide.net/community/gio The activists of GIO welcome you and wish to work with you, as we are aware that each state is facing the same threat, and our state-level elected and appointed officials need to Hear Us Now! (a nod to the Consumers Union site http://www.hearusnow.org/) If you are in the Chicago area Thursday January 13th, please come to the first of many GIO Town Meeting LAP's. (www.lap.org) CTCNet Chicago is the event coordinating host, the site host is Circle Urban Ministries. We're grateful to their generosity in serving the wider community. (Furthe event information is available at the GIO community linked above.) If you are in Illinois and willing to run a GIO Town Meeting LAP in your community, please contact us. If you are outside of Illinois and can help in any way, or if we can help you organize on these common issues, contact us. [DDN] Advice or Interest at State Level
Greetings, If any of the great minds of this list have an interest in supporting folk who want to know what a State can do in the current climate, in terms of legislation that can be enacted, or by other administrative fiat, or by community initiative to promote sensible ICT/Telecommunications Policy and Practice, I would like to invite you to join a listserv established to "Get Illinois Online". [GIO] Illinois is facing a telecommunications legislative rewrite in the coming year. We've seen what's happened in Pa. We've heard what the ILECs want from our legislature in a hearing before a Senate committee. (One of many, we expect). To join the Get Illinois Online [GIO] listserv: http://lists.cait.org/wws/subrequest/gio We're looking at many dimensions of an ICT policy: Muni's, CLECs, ISPs, Development of Human and Community Capital/Capacity (Demand), Comsumer and Civic interests, Right of Way, Easements, Penalties, Accountability, Digital Divide infrastructure and broadband infrastructure, eGovernment, etc. (not intending to be exhaustive) We're relying upon concerted efforts of diverse groups in and out of Illinois to develop a sensible framework for policy and legislation we can put forth in a State context, and we invite you whether you are in Illinois or not. I am committed to coordination of policy workers and concerned community interests across state boundaries to address their similar interests with States as Policy laboratories. (cf. the State-by-State project in the footer). [DDN] Formulating an ICT policy worth fighting for...
hello everyone! How can we convince the resources that be that we need a successor to TOP? How can present a Community Networking Vision worth fighting for, at all levels? What are the elements of an ICT policy? What should be a part of our vision for community networking? I'm presenting the following as a rough draft for your consideration and input. To begin: What is missing? What can be better phrased? Elements of an ICT plan for your Polity (Working Draft) == * Digital Literacy * Workforce Development/Career Lattices * Digital Entrepreneurship/Investment * Access ** Connectivity (Local Infrastructure) ** Hardware for the People ** Accessibility for those with disabilities and functional limitations * Backbone/Broadband Deployment ** Management of Public Resources ** Right of Way ** Open Access? Open Platforms? * e-Government ** Service Delivery & Coordination ** Open Government ** Government Efficiency & Cost Savings * Health Informatics & Telemedicine * Civic Particpation and Protections ** Identity Protection ** Community Access Media ** Communication Rights ** Equitable Inclusion and Opportunity ** Consumer Protections - Service Rights * Bleeding Edge ** Grid and High Capacity Computing ** New Technologies I'd like your help in organizing the items, and in identifying gaps. What items could be better phrased? What else should be included? This draft is taken from here: http://www.omidyar.net/group/state-by-state/ There is an AFCN discussion forum here: http://www.afcn.org/node/view/174 I established the workspace in the Omidyar Netwrk so as to attract a wider crowd and to engage other groups and not have them worry about turf and other organizational overhead at this time. I welcome all of your input and involvement, and will write more on the State-by-State project.
