It is an excellent idea to mobilize schools and businesses to donate their old 
PCs and other IT equipments to developing countries schools.
 
I do know here in London a such ONG which is very successful to recycle 
thousands of PCs for 26 african countries schools.

One problem with donating computers for overseas 
use is that shipping, and sometimes import 
duties, can be prohibitively expensive.  Any 
ideas or workarounds for that problem from the 
list?

With regard to the community technology centres we are currently developing 
in the Bahamas and Caribbean, the import duties are completely waived with 
regard to hardware, software and training supplies.  That being said, we 
occasionally encounter the 7% stamp tax, which can sometimes be waived by 
the pertinent Minister in charge.  The investment authority for the given 
country is usually an excellent resource for such discussions.
