I think this is a little overstated, only in that <$900 for a SCS 
modem -- while certainly not cheap -- is often not that much 
compared to how much many people spend on their HF radio, antenna 
system, computer, etc. that they'll be using it with.

The problem, IMO, is that while STS managed to meet its legal 
obligation to the FCC of "documenting" the Pactor III standard, they 
were allowed to get away with doing it in a barebones fashion from 
which it would be very difficult for anyone else to build a 
decoder.  Hence the FCC has opened the door to anyone coming up with 
their own "poorly documented" standard, and it is a fair point that 
a $900 proprietary modem for each one would quickly get out of hand.

(And as long as I'm picking on the FCC, I also think it's poor that 
they let Garmin get away with modifying the FRS rules such that they 
could transmit GPS locations from radio to radio.  A very useful 
feature, but the FCC didn't require them to document the on-air 
format!  ARRRGH.)

I am too, but keep in mind that the robustness of Pactor III is one 
of the reasons that HF digital has become as popular (and hotly 
contested!) as it is today in the first place.  STS deserves kudos 
for originating such a good product, even if they weren't too 
forthcoming with regards to documenting its operation.

I am too, but keep in mind that the robustness of Pactor III is one

I take exception to you statement that Pactor III is robust.

The test done by KN6KB and presented on page/slide 17 of his SCAMP
presentation to the DCC last November shows that at a -5 dB SNR on an
"averaged" CCIR channel using the KC7WW channel simulator, that the bytes
per minute throughput was not more than 500 bytes per minute.

KC7WW's tested MT63-2K on his channel simulator and found 100% copy at a -5
dB SNR on a "POOR" CCIR channel and the speed was 1200 bytes/minute.

At a 0 dB SNR on an "averaged" CCIR channel, Pactor III has a 4000 bytes per
minute throughput.  

I guess the thing you want to define is how robust do you want a mode to be.
Typical signals over long skywave paths may be 0 to -5 dB but their are
propagation problems that Pactor III doesn't consider that MT63 does.  So
even with a 0 dB SNR, Pactor III still may not have a throughput of 4000
bytes per minute.
