If you're talking about amateur signals, then the advice given in
response to your question is good.

If you're talking about digital signals in general, well, there is
some expensive SWL stuff like Hoka and Skysweeper.  There used to be some 
modems such as the Universal Radio M-7000; and you can find those on ebay 
sometimes.

And these 70% of signals you can decode by Winwarbler (DXLab) -
using local spots and filters in SpotCollector with audio announce -
you need just drink a coffee reading newspapers, and waiting when computer tell 
by Joe's
voice which DX on the band... And no need any brain and experience -
just computer connecting to radio via soundcard  - paradise...

Ham Radio Deluxe does most but not all the modes and even HRD cannot detect the 
bizarre and uncommon tone combinations and bandwidths. It is too much to expect 
one software package to do it all but HRD certainly makes a grand attempt.

applications now feature RSID ...
Multipsk
Fldigi
DM780

RSID will automatically identify almost all of the remaining 10 percent (plus 
RTTY and PSK) IF the station uses RSID.
