I checked up and down the 160 band this weekend and there were SSB contesters all the way from 1.801 up to 1.950. There is NO bandplan on 160. US Amateurs are allowed all modes over the entire 160 spectrum. We need a REAL bandplan which separates the band so that SSB and other wide modes stay in the top half of it, and that doesnt mean from 1.840 up.
