Actually, this is true...to a degree. PC-ALE does have the ability to detect the presence of a signal and delay the start of a sounding . It does not work very well however, in my experience less than 10% of the time.. WINMOR, on the other hand , detects the presence of a signal and delays a transmission almost 100% of the time.
