On the subject of people transmitting on top of each other, you should 
take a look at JT65a on 20M at times.  HI.

How about using the WARC bands?  Many are under used, even when they are 
'open'.  I would guess that there could be some space on those bands?

Apart from 30M of course.  ROS signals would be too wide for the 
agreements on 30M of 500Hz maximum.
