Hi FOSS geospatial aficionados, 

After a long hiatus since the CUGOS "Fall Fling" 2019, we are excited to
announce the CUGOS Spring Fling 2023 ! 
Please mark your calendars for Friday, April 21 and Saturday, April 22
2023. Registration will open on March 21 once the agenda has been
established.

We need your submissions:
The "Call for Proposals" is now open and you can submit proposals for
talks/presentations via a web form at

 For a long and potentially boring explanation - aka what CUGOS and
"Spring Fling" is see below -
 
The Cascadia Users of Geospatial Open Source (CUGOS) was formed in 2007.
CUGOS acts as the   Cascadia Chapter of
the   OSGeo Foundation.  We are an active group of
members who are passionate about open source software, GIS, and our region.
We have members from all walks of life, a large spectrum of business and
academia, and active OSGeo members (board members, charter members, and
active project participants).

It is a non-profit organization in Seattle focused on building a community
around open source geospatial tools and practices see also
https://cugos.org/about/. CUGOS has been around for nearly 15 years,
providing a space for folks to share their work and passion for maps.

This year we're holding the Spring Fling on April 21-22 2023, a two-day low
cost event bringing together academics, professionals, students, and
enthusiasts for a series of talks about Pedestrian/Bike/Transit Access, Open
Source Geospatial tools, open data, and Social Justice in and beyond the
Puget Sound region. The first day will be the main conference day with
presentations about open source GIS projects (e.g. such projects might
include but are not limited to: QGIS, PostGIS, MapServer, GDAL/OGR and
OpenLayers, see also https://www.osgeo.org/projects/), the second day will
be a volunteer OpenStreetMap (OSM) Hackathon in conjunction with the
OpenSidewalks   Project.

For Spring Fling we are are currently putting together the program. If you
are interested in giving a presentation head over to our
 Call for proposals page. The final
program will be announced on March 21st and registration (donate as you
wish) will open. If in the meantime you are looking for inspiration on what
to expect in our program you are welcome to check out the schedules of these

[OSGeo-Discuss] The Importance of Data Ethics in Research and Education

We are living in a digitally transformed society. Data drives problem solving 
and better decision making. While the digital revolution has transformed the 
way we live, solving many issues; it has also given rise to numerous questions 
and challenges which affect everyone. What governance policies and frameworks 
are needed to make sure digital technologies and opportunities are available 
for everyone and there are no monopolies created? How do we make sure there are 
proper governance mechanisms in place to embed values in all data ecosystems?


The Ethical Data Initiative provides a neutral space to bring together diverse 
actors and stakeholders, shaping the future of data governance. In doing so, we 
aim to increase equality and inclusivity in the data space; building data 
confidence and empowering the digital citizens of tomorrow.


The Ethical Data Initiative is working with a consortium of over 20 
universities in South East Africa (Kenya, Tanzania, Uganda) to establish 
Ethical Data Research Centres in Universities in Africa to build capacity in 
Data Science and Data Ethics. More details at

Key aims :


  *   Provide a neutral space to enable multilateral conversations in data 
ethics.
  *   Provide Ethical Digital Leadership, priority setting, collaboration, 
development, and guidance to both public and private sectors.
  *   Co-develop with interested organisations policy frameworks for Data 
Ethics in consultation with all stakeholders.
  *   Co-develop with interested universities and scientific organisations a 
series of Executive Education Programmes, aimed at senior government officials 
and industry leaders.
  *   Provide advice in Data Ethics and Data governance to governments, 
industry and the research community.
  *   Co-develop with interested organisations Digital Citizenship Training for 
the education sector.
  *   Co-develop with interested organisations policy, programmes and campaigns 
to raise public awareness around the importance of data ethics.
  *   Growing a partnership community to amplify key messages and output.

[OSGeo-Discuss] Developers are invited to the 2023 Joint OGC OSGeo ASF Code Sprint

Hi all: the 3nd Joint OGC / OSGeo / ASF Code Sprint will be held
from 25-27 April 2023.  Full details on registration can be found at
[1] and [2].

As demonstrated in the past joint code sprints, this is a great
opportunity for cross-pollination of FOSS4G and standards in an agile/sprint
environment.

The OSGeo community is encouraged to sign up and participate!  Feel free
to add your project at [2].  Looking forward to seeing folks at this
upcoming sprint.
