OSGeo is pleased to announce that ZOO-Project has graduated from incubation
and is now a full-fledged OSGeo project. Gérald Fenoy, founder and chair of
the ZOO-Project Steering Committee (PSC), has been appointed as project
officer.

ZOO-Project is an open-source platform for implementing and developing
efficient tools for processing geospatial and non-geospatial data based on
the OGC standards.

Graduating incubation <https://www.osgeo.org/about/committees/incubation>
includes fulfilling requirements for open community operation, a
responsible project governance model, code provenance, and general good
project operation. Graduation is the OSGeo seal of approval for a project
and gives potential users and the community at large an added confidence in
the viability and safety of the project.

The ZOO-Project Steering Committee collectively recognizes this as a big
progressive step for the project. ZOO-Project has been an active
contributor to various open source initiatives inside and outside OSGeo
such as FOSS4G, OSGeo Code Sprints, OGC Code Sprints, Joint OSGeo-OGC-ASF
(Apache Software Foundation) Code Sprints, Google Summer of Code. The

[OSGeo-Discuss] Joint OGC OSGeo ASF Code Sprint 2023 location and possible dates

Hi all: FYI OSGeo, OGC and ASF are planning the 3rd annual joint code
sprint, building
on previous successful efforts [1][2].  The sprint will be hybrid in nature
(i.e. online and in person).

The sprint location will be in Switzerland (exact location TBA).  The
following dates are being considered:

1. 28 - 30 March
2. 25 - 27 April

We are looking for OSGeo community feedback on any preferences.

If you have a preference, please let me know by 08 January 2023.

[OSGeo-Discuss] OSGeo OGC Committee: call for participation

Hi everyone.  As part of the new OSGeo MOU with OGC [1], we are in the
process of finalizing our membership agreement.

As an Associate Member of OGC, we are required to provide 2 representatives:

- business: The member contact for marketing and business-related issues,
such as membership renewal

- technical committee: The member representative to the TC and its working
groups.  In this case, OSGeo does
not have voting rights in the TC, but does have voting rights within
standards working groups

We are bootstrapping an OSGeo committee for OGC participation [2].  This
committee will decide on the above
roles and coordinate membership.

Please let me know if you are interested in participating in the committee
by end of day 22 July 2022.

Once the committee is established, we will have an initial meeting and
decide / finalize the representatives and next steps with OGC.

Hi Dirk: thanks for the info. I believe SAC has setup a Drone instance
[1] that we
can likely look into using these as a means for hosting and running CITE via
CI?  We also need to get a better idea of what CITE test suites are available
as Docker images.

Having said this, it would be great to programmatically run CITE testing as
part of CI workflow.  Let's continue the ideas and discussion on the -standards
mailing list?  This will benefit numerous projects and their standards
support as
part of our collaboration with OGC.

Hi all: as part of last week's Joint OGC OSGeo ASF Code Sprint 2021,
Angelos, Scott Simmons and I met to discuss the state of the OSGeo/OGC
Memorandum of Understanding (MOU).  As you may be aware, this was
identified for action at the last face-to-face Board meeting in 2019
at Bucharest.
Analysis and opportunities are described at [1].

The next steps will be to start developing an initial draft MOU for
community feedback.

We have identified a team to provide an initial review from OSGeo at
[1].  If you would like to review and/or provide feedback, please let me know.

In support of OSGeo’s continued commitment to standards and
interoperability, OSGeo and ISO/TC 211 have established a Category A
liaison, effective 31 July 2020. The liaison will enable OSGeo to make
effective contributions to ISO/TC 211 as well gain insight into
current and emerging ISO/TC 211 standards.

Angelos Tzotsos, President of OSGeo, commented, “Open Source
Geospatial Foundation is committed to support and promote open source
software and open standards. The liaison with ISO/TC 211 will
strengthen the voice of open source geospatial projects and provide
opportunities to contribute to open standards. We are looking forward
to working together with ISO/TC 211”.

”An ISO International Standard embodies the essential principles of
global openness and transparency, consensus and technical coherence”,
commented Agneta Gren Engberg, chair of ISO/TC 211. “These are

[OSGeo-Discuss] W3C/OGC Joint Workshop Series on Maps for the Web

Hi all: I hope everyone is doing well during these times.

FYI there will be a joint virtual W3C/OGC workshop on web mapping in
September 2020 [1][2].

This workshop series brings together experts in geographic standards
and Web map data
services, Web mapping client tools and applications, and Web platform
standards and browser
development, to explore the potential of maps for the Web.

It would be great to have a strong OSGeo/FOSS4G presence from our
fabulous projects. Given
the obvious synergies and web mapping based projects in our community,
this is a great
opportunity to showcase our projects and participate in discussions
with W3C/OGC on 'mapping'
out the future of maps for the Web.  Presentations, hack sessions and
position statements are
various ways of participating [3].

Note that the registration deadline has been extended to 15 July 2020.
Hoping to see some of
our projects at this exciting event!

FYI at the OSGeo Board 2019 face-to-face meeting in Bucharest,
one of the topics covered was the OSGeo / OGC Memorandum of

time to review and update the MOU as required to reflect current
requirements and opportunities.

There are already a few of us that will be helping out on this activity, but
given that help is always welcome, if you would like to participate please

[OSGeo-Discuss] OGC API Hackathon 2019 updates

Hi all: nice seeing OSGeo presence at this event.  We've put
forth a report in [1] of progress of various projects.  Please feel
free to update the wiki if I've missed anything.  I'll forward the report
from OGC once it is made available.

It's an exciting time to be on the cusp of the next gen OGC API
efforts, and looking forward to continued collaboration with/from
OSGeo/FOSS4G projects moving forward.

[OSGeo-Discuss] FOSS4G projects at OGC API Hackathon

Hi everyone: as part of our ongoing OSGeo/OGC coordination, and given
the synergy
of FOSS4G projects and OGC standards, we would like to coordinate/track our
presence at the OGC API Hackathon in June [1].  This will provide
value in terms of having a sense of FOSS4G projects involvement as part
of this important effort at OGC.  This will also help coordinate involvement
at future hackathons / code sprints at both OSGeo code sprints (i.e. perhaps
a dedicated interoperability theme) or OGC Hackathons.

I've put forth a wiki page to try to get a better idea of participation of
FOSS4G projects at [2].  If you are participating and registered to the event,
please feel free to sign up at [2].

Hi Vicky: thanks for the info, good question.

IMHO one possible option might be webinars/sprints
in which people register for and an online workshop
ensues.  For example, we did a pycsw webinar workshop in 2013
and the benefits continue to manifest (real world operational
implementations).  This would augment nicely the
workshops that typically happen at FOSS4G events, with the
added benefit of reaching out to more people.

[OSGeo-Discuss] Charter Member nomination for Micah Wengren

Hi all: I would like to nominate Micah Wengren [1] for OSGeo Charter
Membership.  Micah is with the US National Oceanic and Atmospheric
Administration and has been a proponent of open source at NOAA (GeoNode,
GeoServer) since 2007. He has been a core committer to the GeoNode project
since 2014.

More recently, he has been active in the open data community, deploying,
developing, and supporting open source software for data discovery within
NOAA and in supporting other US Federal agencies through implementation of
the Federal GeoCloud interagency pilot project from 2012 to 2015.  Currently
he contributes to the open source software ecosystem of the US Integrated
Ocean Observing System (IOOS) [2] to publish ocean observations and forecast
products for US coastal waters.

Micah would be an asset to OSGeo charter membership given his background and
interest in FOSS4G.

[OSGeo-Discuss] Charter Member nomination for Rich Signell

Hi all: I would like to nominate Dr. Rich Signell [1] for OSGeo Charter
Membership.

Rich is a research oceanographer with the US Geological Survey and a strong
longtime proponent of data sharing and standards.

Rich's pragmatic approach and strong use of FOSS4G are evident in his numerous
contributions to a variety of FOSS4G projects (pycsw, OWSLib, etc.).  Also,
his vision and focus on integration/chaining, reproducible workflows via
Python notebooks and open process have greatly helped demonstrate and showcase
capabilities of FOSS4G and standards in the ocean, atmospheric and climate
modelling communities.

In closing, Rich is a believer (echo'ing nhv from awhile back) and would be
a great asset to OSGeo as a charter member.

Hi Bruce: echo Jachym's comments.  OWSLib has been around for awhile and is
usually the first place Python folks run into for Python/OWS support on
the client side.  There are numerous significant activities/projects including:

- CKAN
- GeoNode
- US IOOS
- pycsw
- QGIS
- SciTools

...along with a considerable contributor footprint
(https://github.com/geopython/OWSLib/graphs/contributors) and healthy/active
contribution rate via pull request, etc.

As well, OWSLib is available on many platforms like Debian, UbuntuGIS, Fedora,
etc. which make it packaging/deployment friendly for operational environments.

There are certainly rough edges (e.g. updating the unit tests against very
stable endpoints, Python 3 support), but IMHO it certainly does a great job
job of making OWS suck less (as coined by original authoer Sean Gillies in
the past).

Bruce,

OWSLib is IMHO most complex pythonish client implementation of various OGC
standards. Certainly, it's not covering all the standards with all their
versions up to 100%, but it's worth using and even more worth to contribute
to ;-)

be assessed for freshness and change in rating?  Yearly?  2x/year?

just side note: yes, whith the new Labs initiative OSGeo-Labs have to
change their name.

My idea would rather be to get rid of current OSGeo- labs and projects
and start with new OSGeo-projects and metioned star (or similar) rating
system.

Than for current OSGeo-Labs OSGeo-project level 1 would make it (or
similar)

do you think that with the renewal you can replace the name OSGeo Labs
by something else? Now we have also ISPRS-ICA-OSGeo Research and
Educational laboratories which might be often shortened to OSGeo Labs,
although I prefer OSGeoRELs for writing. The mainling list is
ica-osgeo-labs. Put perhaps it is not such an issue since the term Geo for
All (http://www.geoforall.org/) is now used more and more (well, the
linked website as OSGeo Labs in the title element).

Agreed.  I think there is an opportunity for OSGeo to become more
agile in this manner (hobu's recent Proj4 tweet really provided a wake
up call for me [1]):

- review principles/value proposition of becoming an OSGeo project
- update the process to be more agile for all involved (note that this
should not come at the cost of software quality)

Looking at Apache's project list [2] as an example tells me there is
an opportunity to grow.

I concur, this subject came up at the osgeo code-sprint last week - it is
very difficult project projects like MetaCRS and JTS to consider graduating
from OSGeo due to our incubation requirements.

I would like to point out that projects should feel comfortable negotiating
a with the incubation committee. The MetaCRS projects may not be able to
demonstrate commercial viability using a range of contributing
organizations (our example in the checklist) but should be able to point
out the wide use downstream (so if PROJ goes under it is likely that the
work will in-fact continue).

 This makes a lot of sense to me. I am involved with a lot of smaller
 projects that are valuable but unlikely to be able to stand on their own
 because the community is weak.

 pagc (geocoding) - this is all but dead as a project but out of it came a
 core piece of technology the has been moved into postGIS Geocoder

 pgRouting - driving directions and vehicle routing problems, we have
 contributed 8+ GSoC mentors to OSGeo over the past years, but it has been
 hard to get funding and volunteers to support ongoing development and
 project releases. We have looked at incubation, but we do not have a strong
 enough community to be able to graduate.

 It would be good to have a way to foster projects like this and to look
 for opportunities to merge smaller projects into larger ones that where
 their might be a good fit. I think that we need to better recognize that
 there will be projects that might not be able to stand on their own but
 that they may also be fertile ground for development of good technology and
 that mentoring and redirecting these projects could be a good way to
 harvest this.

 Anyway, something to think about ...

 The Sol Katz Award for Geospatial Free and Open Source Software is

 both acknowledge the work of community members, and pay tribute to one

 Sol Katz was an early pioneer of GFOSS and left behind a large body of

 work in the form of applications, format specifications, and utilities.

 In the early 80's, Sol assisted in the development of a public domain

 GIS package called MOSS (Map Overlay and Statistical System). This

 software was arguably the first open source GIS software in the world.

 Sol would later go on to release and maintain PC MOSS. He was also one

 of the first involved in public data translator utilities. Utilities

 that he developed for converting DEMs and reading SDTS files were

 contributed back to the geospatial community, and are still available

 today. Sol was also a frequent contributor to many geospatial list

 servers, providing much guidance to the geospatial community at large.

 Sol Katz's collection of GIS utilities at the BLM is still available at

 ftp://ftp.blm.gov/pub/gis/. Sadly, after fighting Non-Hodgkin's Lymphoma

 for almost a decade, Sol died April 23, 1999 in bed. His legacy will

 always live on in the GFOSS world.

Paolo: different scope than GeoNetwork.  It's a standalone CSW implementation 
that assumes you have metadata created / managed / ready, in a non-java 
environment.
