This is a decision left to each project.
Which projects are you interested in ?
I expect projects with mirrors to advertise them.
Some projects have many mirrors, and many projects
are already under Git without necessarely being
on github (remember github is proprietary software!).

Are you aware of https://git.osgeo.org/gitea ?
You'll find many projects there, either with official
repositories or mirrors, see:

  https://git.osgeo.org/gitea/explore/organizations
