Sorry, I see from your log that you do have LAME installed. QuickTime 
error -3000 (coming from mov123.exe) is errBadComponent. Perhaps you 
have to install a newer version of QuickTime? Also, I'm assuming that 
the .m4a files do not have any DRM.

Are you using Windows 2003 Server? If so, take a look at 
http://bugs.slimdevices.com/show_bug.cgi?id=805. Let me know if the 
suggestion there - using an older version of mov123.exe - works for you.

Have you installed Quicktime using the Full Install method? I had
the same problem as you when I once thought using a Minimum Install
Quicktime should be enough ...
