You forgot that things are stereo, so you need to add another factor of
two.
1411 kbps is 16 bit, 44.1 kHz, 2 channel - ie. CD quality stereo.

I don't know, but would guess that when Tidal say 1411 kbps FLAC, they
mean it's CD-quality but streamed as FLAC rather than PCM. Wouldn't make
much sense otherwise.

When I rip a CD to flac, I get somewhat variable reports on the achieved
bit rate, which depends on the nature of the content.  1411 kbps is
within the range typically reported, so I'd say their broadcast is CD
quality.
