I don't consider http://www.restlet.org/; to be a protocol name, so I would
expect false.
In order to achieve what you want, I would use this code:
Reference ref = new Reference(http://www.restlet.org/;);
Protocol.HTTP.equals(ref.getSchemeProtocol());
