While I do support Windows to natively support Neo, I don't think
Microsoft would include only Neo. That would raise the question why
Dvorak isn't included, why not Colemak?
The suggestion gets my three votes, but it should've been more generally
stated.
There's another, more general suggestion, but it's for a better standard
of implementing custom layouts, not native inclusion.
