Go to "Management Tasks", "Manage Members" Then find the members you trust, and promote them to "manager"s. Yeah, google groups sucks. Using my gmail.com account it sometimes takes up to three days until a message appears. I also couldn't post to the list using a non-gmail account. Its the new google groups, I think.
