Django: Under the Hood is an event gathering people interested in learning

Eiffel Scholarship for Master and PhD

For greater clarity, the French Ministry of Foreign and European Affairs is
introducing a single application procedure for its Eiffel Scholarship and
Eiffel Doctorate Scholarship programmes.
The new Eiffel programme thus covers two types of course:


   - Master's postgraduate degree course
   - Ten-month co-tutored or co-managed component (preferably second or
   third year) of PhD course


The objectives of the Eiffel excellence programme run by the French Ministry
of Foreign and European Affairs remain unchanged. The first is to offer
French higher-education opportunities for future public- and private-sector
decision-makers in three priority areas: science; economics & management;
and law & political science. (The Eiffel programme does not address students
seeking careers in teaching or research; other programmes are available for
students in these situations.) The second objective is to reach students
from emerging countries (with priority on Asia, Latin America, Eastern
Europe, the Middle East and new members of the European Union), though the
PhD scholarships also address students from industrialized countries.


The Eiffel programme helps French centres of higher education attract
high-calibre overseas students. Only French centres may submit applications.
If an application is successful, the centre is required to enrol the
candidate on the stated course.

*Eiffel excellence scholarships are awarded to high-achieving overseas
students to whom French centres of higher education would like to offer a
place on a Master's or PhD course. The courses taken by these students in
France ultimately target positions of responsibility in the public or
private sector, rather than careers in teaching or research.

Applications from students currently studying outside France will be given

*Eiffel grants cover the following subject areas:


   - Engineering sciences for the Master's course, and sciences in a
   broader sense for the PhD course (engineering sciences, exact sciences
   (mathematics, physics, chemistry) life sciences, nano- and bio-technologies,
   environment sciences, and information & communication sciences).
   - Economics and management.
   - Law and political science.

*3/ Academic levels covered by the Eiffel programme*
French centres of higher education putting forward candidates for Eiffel
scholarships undertake to enrol successful applicants on one of the
following types of course:

   - Master's course
   - PhD course co-tutored or co-managed with partner higher education
   centre in the student's country of origin

Candidates must not be aged over 30 (in the year of selection) for a
Master's scholarship or over 35 for a PhD scholarship.

*4/ Ineligibility factors
*

   - Holders of other French government grants (including welfare
   coverage grants),
   - Previous applicants for Eiffel grants, even in a different subject,
   - Applicants not presented by a French centre (i.e. applications by
   students themselves, or submitted by a non-French centre)
   - Duplicate applications, i.e. students proposed by more than one
   French centre.


Incomplete applications will not be considered. Applications must be
submitted with all the supporting documents listed on page 5 of the
application form, and bear the official seal of the French higher education
centre plus the signature of the official head of the centre (university
dean, school director, etc.), formally certifying the statement of the
centre's international outreach policy. The quality charter must also be
initialled separately to mark formal acceptance.

*5/ Application procedure*
Applications for Eiffel grants are submitted by French higher education
centres from a shortlist of outstanding students they would like to enrol on
their courses. Applications are not accepted from students themselves, or
from non-French centres.

Centres submit applications on behalf of candidate students consistent with
programme objectives, in accordance with instructions and guidelines issued
by French Ministry of Foreign Affairs.

*6/ Selection procedure
*Selection is performed by a commission made up of three specialist
committees (one for each of the three subject areas covered by the
programme). Committee members are not allowed to assess applications
submitted by their own centres.

Committee members are not allowed to assess applications submitted by
centres with which they have professional links.

Human Rights Scholarship at The University of Melbourne

The University of Melbourne is pleased to offer 2 Human Rights Scholarships*
(HRSs) each year. These scholarships provide support for both international
and local students who will be undertaking postgraduate studies in the human
rights field and who are able to demonstrate their commitment to the
peaceful advancement of respect for human rights.

 *1. Benefits*

   - Living allowance of $22,000 per annum (2007 rate) for those students
   enrolled full-time in a research higher degree. Students enrolled in a
   postgraduate coursework degree will be paid pro-rata based on the number of
   points undertaken each semester
   - Relocation Grant of $2,500 to eligible recipients who are moving
   from interstate or overseas in order to study at the University of
   Melbourne. HRS recipients may also be eligible to claim (upon application
   and presentation of receipts) a Relocation Allowance for specific relocation
   expenses
   - Thesis Allowance of up to $420 (2007 rate) for masters by research
   and up to $840 (2007 rate) for PhD and other doctorate by research
   candidates.

Please note that the HRS does not cover course/tuition or HECS fees for
local or international coursework programs or international research higher
degree course fees.

Local research higher degree HRS recipients are not usually charged course
fees as they are allocated a Research Training Scheme (RTS) place. RTS
places exempt students from the Higher Education Contribution (HECS) Scheme.
Time limits and other conditions apply to RTS places. For further
information please contact the School of Graduate Studies (PhD, MSc, MIS and
MOptom students) or your faculty office (all other students).

*2. Eligibility criteria

*2.1* Applicants for the HRS must be able to demonstrate that their
commitment to the peaceful advancement of respect for human rights extends
beyond their academic studies (such as voluntary and/or work experience).
*

2.2* A high H2A (ie 78-79% and above) is the *minimum* grade average usually
required to be competitive for an HRS.

*2.3* Applicants must be planning to commence or be currently enrolled in a
*post*graduate diploma*, masters by coursework, doctorate by coursework or
research higher degree in the human rights field at the University of
Melbourne.
*

***HRSs cannot be awarded to support studies toward a graduate diploma or
postgraduate certificate.

**2.4* International students must have an *unconditional* course offer at
the University of Melbourne for the course for which they seek the support
of a HRS. See section 5 below for local and international HRS application
procedures.

*2.5* Applicants seeking a HRS to undertake a:

   - coursework program (eg postgraduate diploma, masters by coursework)
   must meet the normal academic requirements for the course. Please provide
   the relevant page from your faculty handbook that outlines the minimum entry
   requirements for the course for which you are seeking a HRS *(this is
   only required from applicants who have not yet commenced the course for
   which an HRS is sought).*

*What is Japanese Grant Aid forHuman Resource Development Scholarship (JDS)
program?*

The JDS Program is to provide nationalities of Bangladesh, Cambodia, China,
Indonesia, Laos, Mongolia, Myanmar, Philippines, Uzbekistan and Vietnam with
opportunities for academic research at Japanese higher educational
institutions under the Grant Aid assistance by Government of Japan. From
this year, the recruitment for Kyrgyz Republic is newly started. (The new
recruitment for Indonesia was terminated at the year of 2005.) The objective
of this program is to support the respective Government in its efforts to
facilitate its own plans for human resource development mainly for capacity
building and institutional building, and thereby extend and enhance the
bilateral relationship with Japan.

The JDS Program targets young government officers for public sector,
researchers, business people and others with the potential to play
leadership roles in their specialties after return to each country as well
as to become leaders in their homeland in the 21st century.

This Program is implemented by the related Ministry of the respective
countries, Government of Japan and JICA (Japan International Cooperation
Agency). These JDS fellows have been sent to Japanese higher educational
institutions to study the following subjects, depending on the targeted
countries:


   - Law-Public Policy/Administration-Economics
   - Business Administration-International Relations

   - Infrastructure Management-Agriculture /Rural Development
   - Information and Communication Technology (ICT)
   - Education-Medical / Health Administration-Engineering-Environmental
