 When dealing with rasters in a web context, rasters might be read from
 remote binary sources or are returned to the user as files. In such
 situations, the rasters would have to be written to disk as a file and
 then openend with GDALRaster. This can represent significant overhead.

 GDAL has an internal memory based virtual file system that allows reading
 and writing file buffers to memory and treat them as files. Allowing
 GDALRasters to use that filesystem would be useful for using rasters in
 web requests.
