Thank you for assistance.
I just checked and saw that owner of my database was postgres, and thats
why it was not giving create permission to other users so i changed the
owner and it worked

GRANT ALL PRIVILEGES ON DATABASE knapds TO system;
Don't give all rights. This is very strange in PostgreSQL
