I prefer digital ocean but by whatever you choose by any means, avoid 
cpanel.

I have had issues with Django and cpanel. Last time I tried it was less 
than straightforward (cpanel's version of Apache would not work with the 
distro's mod_wsgi).

There are a number shared hosts who explicitly support Django, and even 
some who specialise in it. I would avoid deploying Django on others

A VPS is not that hard to set up and better value.

It depends on the shared host. Shared hosts generally only have installed a
set of standard tools which they decide on. This may or may not include
things like python (2 or 3) and other requirements you need. A lot of the
time as a result it does not prove possible to run a Django site on shared
hosting.
