The secutiry banner and warnings are to be expected if you had not done
the tweaks to disable the security mechanism.  The script error is
something else..  Probably the toolbar isnt properly registered in the
system.   In the past the way to fix this  is to *uninstall* the toolbar
completely (sometimes people rename the "Quick Search Deskbar"
directory) and re-install it.. do not try to merely re-install over the
top of an existing installation.

The 4.0 releases contain a re-design of how the toolbar operates inside
of windows.The re-design allows the toolbar to operate without the
security warnings and popups.  Evidently a few of the searches use some
components that windows will complain about if the user is not an
administrator.   Many of us have used the re-designed version for some
time with no problems.  I would recommend moving to the 4.0 package..

Yeah, the search wizard is version-independent (so far).  It's an IE browser 
helper thingy-ma-bob to just help generate an XML search file.

nevertheless 

I'm using ver. 3.1.9.2. of Apr 2005

Problem 1:
Whenever I start my PC with the DQSD taskbar in the list of startup 
programs, 

a. a message pops up asking: "Did you notice the Information Bar?" etc. I 
click on Yes to get rid of this.
b. the searchbar has text in it telling me that active content won't be 
shown for this "file" (?) ...
c. a right click into the bar brings up another dialog asking me whether to 
allow active content
d. if I click yes a security dialog pops up asking if I was sure ... and 
closes after clicking on YES

Problem 2:
Now I'm notified about a script error in line 31 of C:\Programs\Quick 
Search Deskbar\search.htm
