We’re on DSpace 3.1 using xmlui.

We’ve got some items in our repository which need the PD (public domain) 
license attached, but don’t want students to try to attach this license when 
submitting a thesis.

1)      Is there a way to specify which of the CC license options appear when 
users submit an item, other than in dspace.cfg?

2)      If not, what ramifications would removing the PD option from dspace.cfg 
have outside of the item submission form? Ie would it affect existing items 
with the license attached, and/or prevent us from adding that license to items 
in future by manually editing the metadata?
