Hi, Tim--

Yeah, I'm an Administrator, and was logging into the test site as an
Administrator as well. We *are* using Shibboleth, and indeed, the options
do appear if I reload the page, so I think this is likely the same bug.

Hi Paige,

Those import/export options still exist in DSpace 7.4.  However, they are 
obviously only available when you login as an Administrator.

If you are not seeing those options, I'm guessing maybe an error is occurring 
which is blocking them?  Try to follow our Troubleshooting guide to see if you 
can find any errors in your browser's devtools or the backend logs.

I just searched our tickets in case there's a reported bug here, and I also
