Please, always CC dspace-tech when replying (use Reply All).
The build is failing because the dependencies (language packs) are not
available for some reason.
1) There's really no reason why you should install 1.8.0. Try using
1.8.2 instead.
2) If that doesn't help:
2a) either make sure you can connect to internet from the machine
where you're building DSpace so that it can download the dependencies
(check firewall settings); if you need to use a HTTP proxy, you must
tell Maven to use it (contact us for details)
2b) or tell Maven not to try to connect to the internet: mvn -o package
