Yes, they are on their way to Ducie now.
Without any unexpected troubles we should be able to start hearing them 
either on 15m or 20m as /MM (from their vessel, Braveheart) 
at around 13:00z on March 13th.

[DX-NEWS] DUCIE SET-UP Plans

Here are the set-up plans for the  Ducie operation,
courtesy of JE2EHP.


 There will be 5 stations (A.B.C.D and E). A and B
stations will share one tent and stations C. D and E 
each will have their own tents.  The team  will try to
set up the A and B tent  about 500 meters from  the
other tents . This arrangement is not carved in stone;
there may be changes depending on the situation.


A: 50MHz  KW to  a 4 element Yagi
   14MHz   500W or  a KW to a Four Square
   7 and/or 3.5MHz  500W or  a KW to an Inverted V


B: 21MHz SSB  KW to a 2 element phased array beam


C: 21MHz CW  KW to a 2 element phased array beam


D: 28MHz CW (100W) to a 2 element phased array beam


E: 18/24MHz(100W) to a Vertical

Why would the ARRL have a dxcc entity,if no one is going to be allowed to
transmit?The P5/4L station has been working for a while,but isnt even
considered for DXCC credit for lack of documentation.Well,if this is
true,take P5 off the list.Simple.

I have a feeling this thread is going to DX-CHAT real quick.

The problem is, that in the past, people have lied about what kind of
authorization they had. The DXCC desk has a strict interpretation, but
they are consistent and that is fair to all of us.

[DX-NEWS] QSL information

I came across this QSL info email service a short while ago and have
found it to be very good. The email address is :  [EMAIL PROTECTED]

It is an email robot that gives a response in French, but that doesn't
matter. What you want is in English and easy to understand. The format is
to use the email address in the "Send To" box, nothing in the "Subject"
box, and then the calls you want QSL info (one per line), and then end
(at the end on the final line to indicate the end of the list). 

The response will first re-list the calls you have submitted, followed by
the requested QSL info, and at the end the calls it could not find QSL
info on. For the calls you get QSL info on, it will list the managers if
they have one and their addresses. It also lists the effective dates of
the managers.

First I must say I am not a member of the ARRL, I left when
I disagreed with some of their policies.  However, when I see
postings regarding this "dissatisfaction" (or so it seems to me) of ARRL policy,
I wonder about the Members.  The
motto of ARRL is "Of, by, and for the radio amateur".  Their
statement of Membership inquiries etc. should be addressed
to the administrative office.  Have you queried them about
the P5 situation?  It would seem to me to address them is
the proper avenue, not a forum such as the reflector.  Why
not query them?  They are the only ones that know the
situation, and the ones who should provide the answers.

Bill,

Licensing in probably a bureaucratic problem in North Korea. Martti may 
have found the right bureaucrat to sign off. I hear at least one of the 
accepted operations took place in or near the so called "Free Trade Area" 
(Near BY land) so that may be a special case.

There were 2 operations from P5 that ARRL accepted. The first one was only 
a demo with several hams present and made about 20 QSO's (P5/OH2AM, May 14, 
1995). The second was Martti's (P51BH, April 21, 1999) that made about 263 
QSOs. Ask N7NG. He worked this second one.

As for the P5RS7 operation, it has long been understood that the operation 
took place "NEAR" North Korea, actually about 10-20 miles outside North 
Korea in Siberia, UA0 land! THIS OPERATION (despite me having it confirmed 
on 2 bands) SHOULD NEVER BE COUNTED! This is why it is so important to 
determine without a doubt that the operation was legitimate and took place 
where they said it did!

If we start to make everything count on circumstances etc., the rules will 
quickly be violated at every point. The DXCC will be a sham. Don Miller and 
Gus Browning are two of many that brought this to the point we now have by 
operations from places that they weren't, didn't exist, improper 
jurisdiction, or just plain not licensed. I could give you examples of all 
of the above (with QSLs to boot). Nuff sed.

Rather than speculate, why not ask the DXCC desk what was used and why to
accept OH2BH's P5 operations for DXCC purposes?

As far as I know (and I know I'll be corrected if I'm not), 4L4FN has not
submitted anything as of yet to show that he has official permission to
operate, and until that happens, P5/4L4FN would not count ("pending
documentation" I'd assume)

P5RS7 was proven to be operating outside of the territory of the DPRK, which
is why "Romeo" is a 4 letter word in some DX'ing circles.

licenses... Period...
Has anyone been issued a license?  If, as I suspect, the answer is no -
including OH2BH, then there has been no legitimate operation from P5 and it
should not be on the DXCC listing.
If they do count OH2BH and 4L5FN then they should count P5RS7 and maybe 10
or so CBers who operate in the 10 meter band

P5 should never have gone on the DXCC listing - if they are not Issuing
licenses... Period...
Has anyone been issued a license?  If, as I suspect, the answer is no -
including OH2BH, then there has been no legitimate operation from P5 and it
should not be on the DXCC listing.
If they do count OH2BH and 4L5FN then they should count P5RS7 and maybe 10
or so CBers who operate in the 10 meter band

I think its a very good idea that arrl put out a copy of needed
and accepted paperwork from last operation.Why not.
Hopefully also they can find a way to accept P5/4L4FN 
so a lot of people gets happy.
Finally I think we should thank Hrane/YT1AD and his friends for all efforts and 
money they have put in ,to try to activate North Korea.
Seems to me that too many people are complaining too much.How about 
doing something themselves?

Hi !
good idea, why should be a 'real' verbal licence invalid. In Germany most
verbal treaties/etc. are valid like written ones. It is only a question of
'how to proof', a judge has to decide if he 'believe' these 'statements'.
I think that should be the same in the US ?

So, a good idea would be: Go with an independent witness to the radio
authority and in case the minister or any officer who (really) in charge
said 'We allow you to operate' that should be OK. Better take 2 or 3 witness
with you, best any 'UN chief officer'. You can proof that you transmitt totaly
legal. I think (I hope) that should be also ok for the ARRL/DXCC.
Maybe Ed can 'give any proof' of this style, he should/could be OK, or ?

I talk only from a verbal 'real' licence, not a promise for a written licence
which is promised to issue sometime later. Collect your proofs and let them
checked by an independent 'judge'. Just an idea ?!?

Taking into account huge interest I have to officially declare, that on
March 11, 2002 I accepts the order for printing QSL cards for RI0B (AS-156),
RU0B (AS-057), RS0B (AS-042), RU0B/p (AS -050), RS0B/p (AS-068) and R3CA/p
(AS-005).

It is possible track status of the order on

When the order will be marked as  - it will be mean that my
responsibility for these cards is finished and all questions should be send
to the managers of  expedition.

Approximate time of printing - 2 weeks.
