After upgrading 13.04 to 13.10 this problem affects me too.
I use French keyboard layouts, but Unity always in English keyboards layouts, 
even if i have removed it in system config.

French keyboard is selected but i have to select it again and it works.

I have the same problem since upgrade to 13.10, except that in my case
it happens randomly (so far, about once every two boots). Note thate the
problem isn't present on the login screen, only after starting Unity.
Haven't tried other DEs.

I have only one keyboard setup set, which is french (AZERTY) and when
the system starts in QWERTY, I have to manually select the french
keyboard that is already selected (and which is the only one listed) in
the new indicator that ships with 13.10.

I have the problem only with Unity sessions, not with Gnome sessions.
The problem appears at the first login : it disapear if I close and re-

  I upgraded from raring to saucy on my notebook, where hibernate was
  enabled and working fine. Now the hibernate option is missing. I
  followed the instructions on how to reenable hibernate

  the option is still missing. Hibernating from terminal via s2disk
  works.

No, we are six. But I do not think that it make much sense to report this as a 
bug. It is certainly a feature thought of by a usability committee.
In any case do not despair. Shortly they will realize that there are people 
like me with a stupid laptop that drains the battery in suspend mode and cannot 
hold it for more than a few hours. As soon as they see that there are cases 
where suspending instead of hibernating is a sure path to loose data, suspend 
will also be removed from the menus and any way to try to reactivate it will be 
made ineffective.
By the way, have you noticed how difficult it is to create issues to your 
hardware and OS when the machine is powered off? One wonders why users are 
still getting the possibility to switch it on... seems a silly way to allow 
them to look for trouble.

I have used the workaround successfully, but now the problem has
returned. Compiz CPU usage is high (around 30%) and the Dash is
extremely sluggish. I have tested without the workaround in
/etc/environment, but with the same result. Disabling blur does not
solve the problem either.  Anyone else experiencing the same issue?

  I have two keyboard layouts activated, the Dvorak and the English US. The 
Dvorak should be the default keyboard. That is the way I have it set up, and it 
 shows up in the task bar on top as En1, which is the Dvorak.
  However, when I start to type, it starts in QUERTY. 
  ??
  To correct this, I go to the task bar (where it shows EN1, or Dvorak), 
re-select the Dvorak, and then everything is fine. 
  ??

  I have another minor problem which should probably go on another bug, but 
happened at the same time. 
  CTL-ALT-T doesn't bring up the terminal any more. No matter what keyboard I'm 
using.

I tried to look through the source of the package last week, they moved
some code around, but they didn't deliberately remove the hibernate
option. It's still in the code but must be deactivated somewhere on
lower levels. As far as I understood, without the polkit rule you
wouldn't have permissions to do hibernation.

/hibernation-is-still-missing-from-menu-in-13-10-after-enabling-via-
polkit-how-t). May be that will bring us closer to a solution. Remember
hibernation is still working, it's just not displayed in the menu. This
is not a conspiracy, calm down. If you need hibernate desperately and it
has been working for you before try the workaround posted earlier.

  I upgraded from raring to saucy on my notebook, where hibernate was
  enabled and working fine. Now the hibernate option is missing. I
  followed the instructions on how to reenable hibernate
  (https://help.ubuntu.com/13.10/ubuntu-help/power-hibernate.html) but
  the option is still missing. Hibernating from terminal via s2disk
  works.

  notification area, because their developers don't necessarily know
  that Ubuntu even exists.

It is the first time I search for Cinelerra. Searching cinele in Dash
only shows a Cinelerra icon I made on the desktop (cinelerra.desktop).
Searching again, but with first uppercase letter (Cinele) shows the
normal Cinelerra program, as it should. Dash Search should not be case
sensitive, who searches with upper+lower letters? I searched again for
cinele and now I get both the program and my desktop icon in the files
category.

I could see this in at least another case: dash did not find a program,
but after running it from terminal, then  it appeared in Dash.

I do not know how it works, it is not intuitive when I cannot anticipate
it's reaction to my actions. If it is some kind of feature, please
make it's interaction clear.

I don't agree this is a low priority bug.  This bug throws off new users
when they need to look at today's date form some reason.  I have helped
3 colleagues - business as well as tech - to switch from Windows to
Ubuntu and almost all of them were un-pleasantly surprised by this bug.

Even if this was a low priority bug, I think it should be easy to fix.

Small and nice little improvements like these add up to make a noticable
positive impact on the usability of Ubuntu/Unity desktop.

  the calendar to find out what day it is. (I don't get much sunlight.)

info).  Notifications are in normal text/font size.
- Go to Settings  Universal Access and change Large Text to ON
- Text/font everywhere switches to large immediately
- Disconnect Wifi (or any action that triggers notifications with textual 
info). Notifications are in large text/font size.
- Go to Settings  Universal Access and change Large Text to OFF
- Text/font everywhere switches to normal size immediately
- Connect to Wifi (or any action that triggers notifications with textual 
info). Notifications are still in large text/font size.

Affects: Ubuntu 13.10 Unity Desktop

Description: After doing a clean install of Ubuntu 13.10 I thought the
text was too small on my ThinkPad T430s 1600x900 screen.  So I went to
Settings  Universal Access  Large Text - ON.  The text/font everywhere
switched to large mode including notifications.  I truned OFF the
Large Text setting and text/font everywhere switched back to normal size
- except notifications.

Please let me know if you need more details.

  they should probably be the same.

Yes, seems likely. Since it works both for you and Colin, it is probably a new 
bug. Also, now that i have had more time to explore, the problem on my system 
is a bit different than what is described in this bug report. Visual effects 
are sluggish but not to as slow as described in this report. I will have to do 
a clean install and keep my fingers crossed.

Btw, my system is an Asus 1215n with Intel GMA 3150 and Nvidia Ion 2.

I can confirm this behaviour. Intended outcome should be restart showed
'restart' as the default option and shut down showed 'shut down'. Now
the gear menu entries are essentially the same. Restart seems completely
vain and inoperational. It does nothing right now. Maybe it should be
done away with altogether. The same functionality can be achieved
through one entry in the gear menu.

  Sometimes left clicking the nautilus launcher icon doesn't bring up a
  minimized nautilus window. Instead of restoring the window a new
  instance of nautilus is showing up.

  Steps to reproduce:

  1. Open a nautilus window by clicking on the launcher icon.
  2. Navigate to a symlinked directory whose target is located on a different 
harddrive (for example: a symlink to a folder on a sd-card).
  3. Minimize the nautilus window.
  4. Try to bring up that window again by clicking the launcher icon.

  What happens:

  1. A new instance (window) of nautilus is opened.
  2. There's no obvious way to access the first window again. The only way is 
ALT+TAB.

  What schould happen:

  If a nautilus window is already open and minimized clicking the
  launcher icon should bring up that window. This was the behavior of
  nautilus windows in Ubuntu 12.10 (quantal).

Well it has taken, what 3 years, to get percentage displayed on the
battery in the panel, so I am guessing that by 17.10 Ascetic Ass we'll
have hibernate back, but we won't be able to Restart, Save Documents or
connect to WiFi networks. But I am sure Ubuntu Touch will be approaching
usable by then.

When I click on one of the two COLOURlovers plugins the preview window opens. 
When I click on the arrow at the left (or press the left arrow key on the 
keyboard) the previous Dash plugin is correctly shown in the preview window 
(which in my case is Clementine). 
But when I click on the arrow at the right (or press the right arrow key on the 
keyboard) while in the preview window for the COLOURlovers plugin, I always 
stay on the preview for the COLOURlovers plugin instead of going to the next 
plugin (which should be Devhelp).

I am wondering why Unity doesn't have the ability to scale icons into
the required size, rather than relying on the icon size provided by
those who design them.

Somewhat unrelated, I was also wondering to what happened to the old
idea that low quality icons should be replaced by the system
automatically by some sort of generic application icon?

  Clicking on current full date or Add event does nothing

Bug description:
  I click on the datetime widget. A dropdown appears.

  The topmost row contains today's full date, e.g. Wednesday, 16
  October 2013. On mouseover it is highlighted, and on clicking it
  disappears. Hence I assume it's a menu entry intended to do something.
  There's also an Add event

  Neither of these two do anything for me. Not even an error message.
  They should at least give me a popup telling which packages I need to
  install for these two to work.

Not an issue with Humanity icon theme. 
Nautilus developers decided to use monochrome symbolic icons for the 
navigation, while other apps use the regular color icons. 
Both the icons are available for use. 

The Ubuntu project just needs to decide what the standard should be for
apps and then apps just need to follow the project's standard.

  The navigation buttons (back and forward) in the software center do
  not match those in nautilus. Nautilus uses grey, whereas the software
  center uses orange. Both applications use the dark toolbar. In my
  opinion, the grey looks better with the dark toolbars (Firefox uses a
  light toolbar and orange looks fine), but whatever the final decision,
  they should probably be the same.

unity-panel-service sits at between 3% and 5% of one core, all the time.
That's up to 50 MIPS! What's it doing?

Only standard indicators used, and most Unity lenses and scopes not
installed. Internet access is available and unfiltered. Standard Intel
Mobile 4 GPU.

When I set the datetime indicator to show seconds, unity-panel-service
uses an additional 1% of CPU. That's 10 million instructions each time
the clock ticks!

Bug description:
  unity-panel-service sits at between 3% and 5% of one core, all the
  time. That's up to 50 MIPS! What's it doing?

  Only standard indicators used, and most Unity lenses and scopes not
  installed. Internet access is available and unfiltered. Standard Intel
  Mobile 4 GPU.

  When I set the datetime indicator to show seconds, unity-panel-service
  uses an additional 1% of CPU. That's 10 million instructions each time
  the clock ticks!

Strange 1:

1) Set auto hide launcher to On;
2) On a laptop close the lid (this would suspend the computer);
3) Open the lid;
4) Login to Ubuntu and you'll find the HUD is opened.


Strange 2:

1) Set auto hide launcher to On;
2) Open fixfox and search something;
3) put your cusor on the first link, press left mouse button and drag it to 
left or right and you'll find this bring the hidden launcher back;

I have the same problem after updating from 13.04 to 13.10.
Problems with permissions looks like most possible cause of this problem (as i 
can't neither lock/unlock nor reorder items).
Any ideas where to look?

  Global menu hides when hovering over it

Bug description:
  The global menu hides every time I hover over it.

  Menu is hidden normally, moving the cursor to the top edge makes it
  appear. But placing the mouse over it makes it disappear again so I
  can't click on any menu item.

  It's like if the menu was playing hide'n seek XD
  This happens with every application.
