With indicator-application 12.10.1+18.04.20190308.1-0ubuntu1 installed from bionic -proposed I can confirm that when running transmission (for example) I do now see an icon in the top bar, something that I have never seen before. The package will build now and be available at https://launchpad.net/ubuntu/+source /indicator-application/12.10.1+18.10.20190308.1-0ubuntu1 in a few hours, and then in the -proposed repository.
