Title:
Hardware volume keys do not work when Sound indicator menu is open

Status in Unity:
  Fix Released
Status in Unity 7.2 series:
  In Progress
Status in unity package in Ubuntu:
  Fix Released

Bug description:
Note that is a specialism of bug #10905 (Can't use any global
keyboard shortcuts or hotkeys when applet/menu is open) but based on
seeing bug #722082 (cannot change volume by scrolling on the icon
when the SoundMenu is opened) I'm filing it as a special case.

    1. Like to open the sound indicator menu, to see the volume control.
    2. Press the hardware volume up and down keys.
    3. The volume does not change.

Ideally the hardware sound keys should work when viewing the sound-
  related indicator menu.
