As others said in File>preferences>ExtData write http://www.qrz.com/db/ 
under "Callsign lookup address". Check also the "Enabled" over this choice

It is free to look up callsigns on QRZ and to do so by pressing F3 from DX4WIN. 
 As someone else said, you need the following string in 

File>Preferences>ExtData>callsignlookupaddress:

www.qrz.com/db/
