[Dx4win] Resolved Colors for DX Spots

 Deleted ALL and reinstalled with the same ini and log files. Program performs 
as expected with correct DX spots colors.

white text but under the old program the spots appear with a red background

Many thanks to Lee N7NU for his offer to solve my counties file and also
many thanks to Kostas SV1DPI who with his instructions I could make the
list of American Counties.
