Yet another limitation of the country file.  DX4WIN works on UTC day
boundaries.  The changeover of the Netherlands Antilles happens at 04z
on the 10th of October, not at z.  So technically any PJ you work
before 04z should be credited to the OLD entities, not the new ones.
DX4WIN can't handle that. It's up to you to "do the right thing",
either don't work any of these stations until 04z, or mark the invalid
for DXCC between 00z and 04z (even though technically they are NOT
invalid), or something else entirely.  As long as the same callsign is
used both before and after 04z, there is no good work-around.

Bernie is right, DX4WIN is mis-reporting the current country count.  I
was using the CTY file from September and my total was 338 - I wasn't
actually checking the new version.  The DXCC listing (report) also has
the same flaw.

I have a hunch as to what the problem is, but I have no access to the
code.  I have let Paul know what my hunch is.  I think it only affects
the Report module, you can still log PJ2 and PJ7 as the
"to-be-deleted" entities before Sunday, you just won't see them in a
current (non-deleted) report.

By Sunday, the problem will have solved itself.

One more thing I realized while talking to Stu, W6TA:

If you create a DXCC summary with the new country file, the total
number of current entities is still 338.  How can that be, when there
are two deletions and four additions?  Shouldn't it be 340?

The answer is, wait until Sunday 10/10/10.  Those new entities aren't
valid yet, and the old ones aren't deleted yet.  But on Sunday, the
DXCC Summary window will show 340 current entities.

There seems to be confusion about this new country file.

The old PJ2 (Netherlands Antilles, now as PJ2/D) and PJ7 (St
Maarten/Saba/St Eustatius, now as PJ7/D) entities can be logged up
through the end of 9 October 2010.  On 10 October 2010, they become
"deleted" entities, just like ST0/Southern Sudan, 7J1/Okino-Torishima,
etc.  These still count towards your all-time DXCC totals, but no
longer count for DXCC challenge, nor for the Honor Roll.  Only CURRENT
entities count towards those two award programs.

When you log a PJ2, PJ4, PJ5, PJ6 or PJ7 staring 10 October 2010,
DX4WIN will associate these QSOs with the potential NEW entities.

Now let's say that PJ5 and PJ6 do become two separate entities; right
now they are both programmed to count for the "Saba & St. Eustatius"
entity.  There will be another release of the DX4WIN.CTY file to fix
this. With this new file, your PJ5 QSOs starting 10/10/10 will
automatically be credited to St. Eustatius and your PJ6 QSOs to Saba.
It all "just works" because country information for QSOs is NOT stored
in your logbook, it's determined when DX4WIN starts and it reads in
both your logbook as well as the country file.

There is one very important thing I forgot to mention

During this "transition" time (starting 10/10/10 but before ARRL
announces entity changes), if you have logged any of the new PJ
entities, do NOT, I repeat do NOT try to export and upload your log to
eQSL or LoTW  The ADIF country IDs in the country file are "made
up".  They will NOT be correct until there is official word from ARRL
regarding what the new entities are, and which ADIF country IDs are
assigned to them.  I assume that if you try to sign your log using the
TQSL program, it will give errors for these QSOs.

So just be patient, this will all be fixed in due time.
