To second what Bud suggests, there is a time window during which
repeated spots are NOT re-announced.  I don't remember what that
window is, maybe 20 or 30 minutes?  Once there is NOT a spot for a
call for that number of minutes, then the call is announced, you
should get the voice announcement.  This also applies to the "beep" or
"bell" that you can get when a needed one is spotted.
