NCSE's Wildlife Habitat Policy Research Program (WHPRP) and the National
Wildlife Federation (NWF) recently convened Adaptation 2009: Safeguarding
Fish, Wildlife and Natural Systems in the Face of Climate Change. 

 

This innovative conference made an important contribution to advancing the
dialogue about how natural resource management and conservation will need to
be transformed to meet the challenges of climate change. Participants
included more than 130 professionals working on management, policy and
research related to wildlife and climate change. These leading thinkers and
doers came from across the U.S., representing a broad diversity of
expertise and balanced participation by non-governmental organizations,
federal and state agencies, academia, and the private sector.

2010 Multistate Conservation Grant Program

The Multistate Conservation Grant Program (MSCGP) is soliciting Letters of
Intent (due by midnight EDT Wednesday, May 6, 2009) for the 2010 cycle of
this competitive grant program.  For more application information please
review the attached guidelines or visit the MSCGP website. 

 

The MSCGP is intended to address regional or national level priorities of
state fish and wildlife agencies. It was established in 2000 by the Wildlife
and Sport Fish Restoration Programs Improvement Act, which amended the
Pittman-Robertson Wildlife Restoration Act and the Dingell-Johnson Sport
Fish Restoration Act. Up to $6,000,000 is available each calendar year for
one to three year projects (CFDA Number 15-628). The Association of Fish and
Wildlife Agencies (Association) and the USFWS cooperatively administer the
Multistate Conservation Grant Program.  The Association solicits Letters of
Intent and invites full proposals from eligible applicants and recommends to
the USFWS a priority list of projects to be funded. The USFWS selects
projects from the priority list and awards and manages grants.

 

Organizations eligible to apply include: a state or group of states, a
non-governmental organization, or the U.S. Fish and Wildlife Service (USFWS)
for the purpose of conducting the National Survey of Fishing, Hunting and
Wildlife-Associated Recreation. 

 

Projects must benefit at least 26 states, or the majority of states in a
USFWS region or a regional association of state fish and wildlife agencies.
Projects must also benefit sport fish, wild birds and/or wild mammals. 

 

The MSCGP will fund projects in 2010 that address the below seven National
Conservation Needs (NCNs):

Subject 1 Integration of fish and wildlife needs as the conservation
provisions of the 2008 Farm Bill are implemented. (Submitted by the
Agricultural Conservation Committee)

 

Subject 2: Outdoor heritage - participation, recruitment, and retention in
hunting, fishing, and conservation related recreational activities.
(Submitted by the Angler/Boating Participation and Hunting and Shooting
Sports Committees)

 

Subject 3: Regional Climate Change Workshops for State Fish  Wildlife
Managers on current information and tools for management of fish and
wildlife.  (Submitted by the Climate Change Committee and The Midwestern
Association of Fish  Wildlife Agencies)

 

Subject 4: State Fish and Wildlife Agency Coordination and Administration.
(Submitted by the Executive Committee)

 

Subject 5: A National Fish and Wildlife Health Initiative. (Submitted by the
Fish  Wildlife Health Committee)

 

Subject 6: Formation and Operations of Fish Habitat Partnerships to
Facilitate National Fish Habitat Action Plan Implementation. (Submitted by
the Fisheries/Water Resources Policy Committee)

 

Subject 7: Protect State Wildlife Agencies' Authority to Sustainably Manage
Wildlife Resources in Concert with Federal Actions Required by International
Treaties and Conventions (Submitted by the International Relations
Committee)

 

Based upon submitted Letters of Intent, the most competitive applicants will
be invited to submit full proposals. Projects will be selected in September
at the Association's Annual Meeting and recommended to USFWS for funding by
October 1, 2009. Funds for selected projects will be available starting
January 1, 2010.

Research Grant Program

To Strengthen Wildlife Habitat Protection=20

The second annual Request for Proposals (RFPs) by the Wildlife Habitat =
Policy Research Program (WHPRP) will be issued on November 2, 2007 by =
the National Council for Science and the Environment (NCSE).  The RFPs =
will be posted on the WHPRP website (http://ncseonline.org/WHPRP) and =
also distributed via email to the wildlife habitat conservation =
community (including this list). The program is supported by a four year =
grant by the Doris Duke Charitable Foundation (DDCF).

Application to the WHPRP is open to everyone and begins with composing =
Letters of Intent due to NCSE by December 3, 2007 (see website for =
instructions). Three applicants for each grant will be invited to submit =
full proposals to be reviewed by an independent panel of experts, who =
will evaluate the technical quality and practical value of each =
submission, managed by the American Institute for Biological Sciences =
(AIBS).

Grants will be made only for the projects specifically defined in the =
RFPs and will cover a variety of research areas with the general goal of =
improving the basis for implementation of the statutory State Wildlife =
Action Plans.  Reflecting the multidisciplinary nature of this =
conservation challenge, the program will support research in law, =
economics, social sciences, natural sciences, and public policy. =20

The RFPs research topics include:

- Analysis of the efficiency of land conservation spending for priority =
habitats

- Examining time sensitivity of priority habitats

- Evaluating hazard mitigation policy applied to coastal and floodplain =
habitats

- Developing a research framework for climate and wildlife habitat =
policy and management

- Investigating the impacts of bio-energy production on conservation of =
wildlife habitat

- Using State Wildlife Action Plan priorities to direct and shape =
policies as well as direct expenditures at multiple levels of government

In total, the WHPRP will offer about six RFPs ranging in size from =
$100,000 to $150,000 to be conducted over 12 or 18 month periods =
beginning in April of 2008.
