Water and Regional Science
at 2018 UF Water Institute Symposium


The 6th biennial University of Florida Water Institute Symposium, held in 
Gainesville, FL on February 6-7, 2018, will bring together individuals from a 
broad range of disciplines and organizations to explore water issues from 
multiple perspectives. The Symposium, titled "Sustainable Water Resources: 
Complex Challenges, Integrated Solutions - Shaping our Water Future", will 
focus on current water use, conservation, restoration, and adaptation efforts 
and challenges while envisioning ways of sustaining our water systems. 
Innovative science, technology, cultural, policy, and management solutions will 
be explored through presentations, poster sessions and panels in the following 
areas:

  *   Drivers of social, hydrologic, ecologic, and economic change
  *   Impacts to coastal, surface water, spring, and aquifer systems
  *   Tradeoffs among use, conservation, restoration, and adaptation
  *   Solutions through science, technology, cultural, policy, and management 
approaches
This year, the Symposium will include a Special Session/Panel Session on Water 
and Regional Science, sponsored by the Southern Regional Science Association 
(SRSA) and organized by Christa Court. Economic prosperity, quality of life, 
and the environment are all inextricably linked by water. Availability, 
quality, and use of water are regional by nature and though interregional trade 
in water is possible, regional variations in natural and historical resource 
allocations will continue to play roles in regional development and will likely 
become more important over time. Absent improvements in water management and 
efficiency improvements related to water use, additional stress on water 
resources might lead to reduced economic development potential (even the 
possibility of negative growth), poorer quality of life, and environmental 
hazards across regions within the U.S. and around the world. The 
interdisciplinary field of regional science – with its focus on the important 
roles of local and regional processes to socioeconomic performance and 
sustainability, its explicit treatment of spatial relationships, and its 
increasing attention devoted to modeling the linkages between the human system 
and the environment – is ideally suited to contribute high quality, policy 
relevant research on water.

One session within the Symposium will include an introductory presentation that 
will introduce the field of regional science and its potential for 
contributions to water-related research to Symposium participants, select 
regional science research presentations, and a briefing on plans for a special 
issue on water within SRSA’s official journal, the Review of Regional Studies. 
All additional accepted regional science presentations will be interwoven 
throughout other interdisciplinary sessions according to the research topic 
area.  During abstract submission, potential SRSA participants will be asked to 
identify “SRSA Submission” at the beginning of their abstract so that accepted 
abstracts can be easily identified by Symposium participants. Student poster 
submissions are also encouraged and will be eligible for the three “Best 
Poster” awards and a prize of $1,000.

The Economic Development Specialist will conduct applied research on community 
and economic development projects in conjunction with the supervisor, 
professional staff, and students. Position duties include using common economic 
development analytical techniques to compile and analyze publicly-available 
economic, demographic, industry, and occupational data; conduct industry 
cluster analysis; and conduct economic impact analyses and other research using 
common economics-based statistical techniques. Strong academic and professional 
writing skills are required to contribute to research reports. The position 
will assist the supervisor and other faculty and staff with writing grant 
proposals and managing projects. Experience with research and practice grounded 
in economic concepts and their application in a rural area is preferred.

Research duties include compiling and analyzing economic, demographic, 
industry, and occupational trend data using common economic development 
techniques, including, but not limited to calculation of location quotients, 
industry cluster analysis, shift-share analysis, retail pull factors 
calculation, skillshed analysis, and economic forecasting based on 
publicly-available data such as U.S. Census Bureau, Bureau of Labor Statistics, 
Bureau of Economic Analysis, and similar data sources. This position will also 
collaborate with economic development project leaders, staff, and students on 
economic and community development projects as assigned; assist with managing 
multiple projects; write grant applications, project reports; and prepare and 
deliver presentations.

This position is based at Ohio University’s Athens campus.

Salary is commensurate with qualifications and experience. This is a grant 
funded position and is available immediately after the search.

Job Description


The Economic Development Specialist will conduct applied research on community 
and economic development projects in conjunction with the supervisor, 
professional staff, and students. Position duties include using common economic 
development analytical techniques to compile and analyze publicly-available 
economic, demographic, industry, and occupational data; conduct industry 
cluster analysis; and conduct economic impact analyses and other research using 
common economics-based statistical techniques. Strong academic and professional 
writing skills are required to contribute to research reports. The position 
will assist the supervisor and other faculty and staff with writing grant 
proposals and managing projects. Experience with research and practice grounded 
in economic concepts and their application in a rural area is preferred.

Research duties include compiling and analyzing economic, demographic, 
industry, and occupational trend data using common economic development 
techniques, including, but not limited to calculation of location quotients, 
industry cluster analysis, shift-share analysis, retail pull factors 
calculation, skillshed analysis, and economic forecasting based on 
publicly-available data such as U.S. Census Bureau, Bureau of Labor Statistics, 
Bureau of Economic Analysis, and similar data sources. This position will also 
collaborate with economic development project leaders, staff, and students on 
economic and community development projects as assigned; assist with managing 
multiple projects; write grant applications, project reports; and prepare and 
deliver presentations.

This position is based at Ohio University’s Athens campus.

Salary is commensurate with qualifications and experience. This is a grant 
funded position and is available immediately after the search.

Minimum Qualifications


Graduation from an accredited college or university with a Master’s degree in 
city and regional planning, or economics/agricultural economics, or public 
policy, or a similar field.

At least one year of work experience is also required.

Applicants must have a valid driver’s license and the ability to travel as 
needed to fulfill job duties.

Call for Book Chapter Proposals

In the ‘knowledge economy’ it is widely recognized that the effective 
engagement and utilization of human capital and the other facets of 
intellectual capital are critical, if not the only means to organizations’ 
short-term success and long-term survival. Organizations and their officers 
realize that the critical sources of competencies, capabilities, and 
sustainable competitive advantage require  the ability to attract, retain, 
develop, manage, and reward effectively their human assets. Yet, few are 
actually ‘walking the walk’ and even fewer are using quantitative tools to 
develop and manage this ‘fuzzy’ asset. A number of developments are making 
human assets, management and measurement increasingly more prominent to today’s 
executives, including: changing demographics of the labor force, the 
increasingly rapid pace of technological innovation, rapidly changing global 
competition, greater attention to customers’ changing needs, and 
experimentation with new intra and inter-or
 ganizational structures. At the same time, the lack of legal and institutional 
standardized frameworks and infrastructure, underlined by the lack of 
agreed-upon definitions and theories make such an attempt a difficult, if not 
impossible one. In response to this growing gap and escalating challenges, this 
book is envisioned as a manuscript that will provide a robust scientific and 
quantitative foundation for a multi-disciplinary, multi-level theory of human 
capital and human assets.

The study of human capital and assets originated in economics, and was later 
advanced by accounting, human resource, and strategic management (among many 
others). Lacking a comprehensive, unifying theory, it became agonizingly clear 
that a reliable, transparent and widely accepted measurement system for the 
valuation of human capital and assets at the organization level is missing. 
From the broader economic and legal perspectives, the focus on human assets 
might be even more important. The inability of the financial markets to 
monetize human (or for that matter any other intellectual) assets is resulting 
in a major market failure. This book calls for a multidisciplinary, multi-level 
discussion that is urgently needed.  Quantitative research needs to be done at 
multiple levels, from numerous perspectives and disciplines, focusing on 
different and diverse units of analysis (country, region, organization, groups 
and individuals). Specifically, this call solicits chapter proposal
 s from a multidisciplinary array of scholars that can contribute to one or 
more of (but not limited to) the following perspectives/disciplines: Economic, 
Financial, Accounting, Systems-Networks, Biological, Physics, Behavioral, Human 
Resources, Economic Development and Regional Development. Additional 
perspectives, if proposed, will be considered. Multi-level and multi-discipline 
chapters discussing quantitative research findings are strongly encouraged. 
When appropriate, pluralities of empirical methods from diverse disciplines are 
also encouraged.

called The IMPLAN Group LLC.  MIG Inc. founders Doug Olson and Scott Lindall 
are withdrawing from day-to-day operations while maintaining a continued 
involvement in the overall management of the new company. The MIG Inc. 
management team of Ambrose Alward (President) and Greg Alward (Vice President) 
have partnered with an investment group in Davidson, North Carolina to provide 
continuity of leadership in the transition to The IMPLAN Group LLC. The new

call for regular papers and sessions and to encourage students to participate 
in the M. Jarvin Emerson Student Paper Competition.

The MCRSA meeting will offer a stimulating mix of academics and practitioners 
focusing on applied problems.  And, the conference remains a great buy among 
professional and academic association meetings.  Early registrants will enjoy a

The Job 

MIG, Inc. is recruiting a Mid-level Regional Economist/Analyst to build spatial 
interaction models of inter-regional trade using information from MIG’s Social 
Accounting (SAM) data warehouse of regional and national economic accounts. The 
successful candidate will be primarily responsible for implementing and 
enhancing MIG’s Trade Modeling System (TMS), a module of the IMPLAN system. TMS 
is a collection of individual trade models for specific commodities and factors 
of production. These models depict the trade behavior of commodities and 
factors of production within the context of I-O and CGE modeling frameworks. 
The work involves using various econometric and data transformation methods to 
design, revise, and implement theoretically sound models of regional trade 
flows to add to the TMS collection. The work also involves extracting and 
manipulating the data necessary to build TMS models, drawing data from MIG’s 
SAM data warehouse using complex “Extraction-Transformation-Load” (ETL) work 
processes in a database environment. 

Duties 

Plans, schedules, and builds TMS trade models using generally accepted and 
sometimes fairly complex economic or statistical techniques. 

Using conventional ETL methods, obtains data from MIG’s SAM data warehouse and 
other sources for constructing TMS models. 

Using conventional ETL methods, obtains new data pertinent to building TMS 
models from extant sources and loads the data into MIG’s SAM data warehouse. 

Evaluates all TMS-related data and makes adjustments to ensure reliability and 
comparability. 

Evaluates all TMS component trade models and makes enhancements and revisions 
to ensure reliability and comparability. 

Assists the MIG team in developing new methods and products. 

Knowledge and Skills 

PhD in Economics or Applied Economics preferred, Masters with experience will 
also be considered. 

Applied knowledge and experience in modeling the spatial interactions that 
constitute regional economic trade. 

Applied knowledge and experience with regional social accounting systems, 
regional economic modeling techniques (including input-output analysis, 
computable general equilibrium modeling) and econometric analysis of regional 
economic behaviors. 

Demonstrated experience in ETL tools and methods applied to large databases of 
economic information. 

Demonstrated experience with a wide array of analysis systems and tools such as 
SQL and GIS database modeling, MATLAB, GAMS, and programming languages like 
Python. 

Quantitative skills and experience in using statistical software packages such 
as SPSS or SAS useful. Knowledge and experience with economic analysis programs 
such as IMPLAN or REMI are desirable.

Subject: Update on Census Bureau's American Community Survey

Last night the U.S. House of Representatives voted (232 - 190) to eliminate all 
funding for the Census Bureau's American Community Survey. This survey replaced 
the traditional census long form starting with the 2010 Census. Before the 
House considered the Webster amendment, it approved, by voice vote, an 
amendment sponsored by Rep. Ted Poe (R-TX) to make response to the ACS 
voluntary, by prohibiting both the Census Bureau and the Justice Department 
from using funds to enforce penalties in the Census Act that make survey 
response mandatory. The Senate is expected to take up the FY2013 Commerce, 
Justice, and Science Appropriations bill next week.

Data Advocacy Alert:  U.S. House Votes to Eliminate American Community Survey
 
The U.S. House of Representatives voted on May 9th to eliminate the American 
Community Survey (ACS).  This amendment to the FY2013 Commerce, Justice, and 
Science appropriations bill passed by a vote of 232 to 190.  Right before this 
vote, the House passed the Webster amendment, approved by voice vote and 
sponsored by Rep. Ted Poe (R-TX), to make response to the ACS voluntary by 
prohibiting both the Census Bureau and the Justice Department from using funds

The outcome of this vote demonstrates the importance of proactivity among data 
users in conveying their support for the ACS and other surveys to all members

There are two ways your organization can support the ACS and ensure continued 
access to the timely, local data produced through this survey:

Contact your senators and/or work with your organization’s 
intergovernmental office to facilitate communication with the U.S. Senate about 
the importance of the ACS.  State and local data users are encouraged to 
provide clear examples of how the ACS is used in their state and community for 
policymaking.  
Signing on to the Census Project’s letter opposing the House funding cuts 
and votes to make the ACS voluntary and then eliminate the survey.  A draft 
version of the letter is available here for viewing, subject to non-substantive 
edits.  Please contact Terri Ann Lowenthal with questions and to sign on to the 
letter.  The Census Project asks that sign-on is at the organizational, not 
individual, level.

The MCRSA/IMPLAN Conference proposal deadline was Sunday, April 1. Being the 
weekend, some people forgot. Yes, I will take paper proposals this week. No 
later than Friday, close of business. Invitations are being sent this week. 
When all available slots are full, that's it. A preliminary program will be 
issued the third week of April. Registration deadlines will be enforced.

IMPLAN Methods Competition
Proposals must be received by MIG by October 25th 2011

MIG Inc., the creators of IMPLAN, wishes to request proposals by applicants to 
perform research and development on Input-Output and data development related 
topics. Winners will receive a credit of up to $3,000 for any IMPLAN data and 
free access to the MIG economists for technical assistance in performing work 
on the proposal. They will also be invited to present their work at the 2012 
MSCRSA & IMPLAN conference.

Winners will be announced on November 9th 2011. MIG reserves the right to 
develop any proposal as a product. Questions and proposals may be directed to

Responsibilities: Assist University faculty member in Extension outreach 
education program related to state and local government budgeting and public 
finance. This position is affiliated with the Office of Local Government (OLG) 
in the Department of Agricultural Economics, Kansas State University. Duties 
include: (1) independently and in collaboration with the Director develop and 
deliver Extension outreach education programs in the general area of local 
government budgeting and public finance; (2) interact with external clientele 
including local public officials, county Extension agents, community 
organization representatives and citizens, respond to inquiries, and make 
referrals as appropriate; (3) create and maintain large databases of local 
government budget information; (4) develop written reports and instructional 
materials related to public finance for mass distribution; (5) conduct 
technical analyses and applied research for cities and counties, including 
state and local trend studies and comparative analyses; (6) lead, support, and 
contribute to Internet-based information dissemination; (7) participate in an 
active applied research program; (8) provide leadership in the day-to-day 
management of OLG office operations and finances; (9) provide general support 
for the overall educational outreach mission of OLG; (10) provide supervision, 
assistance and instruction to other OLG staff and students, and (11) create an 
environment that fosters diversity, collegiality and ability to work in a

Qualifications:

Required
* Bachelor’s degree in Accounting, Economics, Public Administration, or other 
discipline with emphasis in public finance, accounting, and/or budgeting and 
financial management. 
* Excellent quantitative analysis skills in financial accounting, management, 
data assembly and analysis. Capacity to use the relational capabilities of 
Microsoft Suite, including word processing, spreadsheet and database. 
* A sound, working knowledge of Kansas state and local government institutional 
structure and functions.
* Ability to communicate complex economic concepts to a lay-audience both 
orally and in writing. Excellent writing skills. Willingness to travel in-state 
for educational outreach, including occasional overnight stays.
* Strong commitment to expanding and fostering diversity.

Preferred
* Masters or Ph.D. degree in an appropriate discipline.
* Practical experience in working with local government budget documents is 
strongly preferred.

I have had numerous requests to extend the April 1 deadline for regular paper 
proposal submissions for the Mid-Continent Regional Science Association annual 
conference. I've been accommodating those requests and decided to announce a 
general extension of the deadline. For those who submitted on time, we will 
issue invitations to participate in about a week. 

The Mid-Continent Regional Science Association will host their 42nd annual 
conference June 8-10, 2011 in Detroit, Michigan.  All persons wishing to submit 
an abstract or session proposal for the MCRSA conference are encouraged to do

April 15, 2011.  Notification of paper acceptance will be made as soon as

This will serve as a final call for manuscripts for a special issue of the 
Journal of Regional Analysis & Policy dealing with the topic of market-based 
approaches to environmental management. 

In particular, I am seeking empirical analyses that help us to know what works 
and what does not; empirical analyses measuring the relative effectiveness of a 
program or approach; and empirical analyses that can help design more effective 
environmental markets. I also have room for smart policy pieces, both empirical 
and non-empirical.

All manuscripts will be subject to blind review, and publication is dependent 
on a positive review process.

Manuscripts that are ready or near-ready (<60 days) are being sought for 2011 
publication.

Market-Based Environmental Management Sessions at NARSC and Publication 
Opportunity

I am seeking manuscript proposals for themed sessions related to market-based 
approaches for environmental management to be presented at the North American 
Meetings of the Regional Science Association International (RSAI) sponsored by 
the North American Regional Science Council (NARSC).  The conference will be 
held at the Grand Hyatt Denver Hotel from Wednesday, November 10th to Saturday, 
November 13th, 2010. 

Manuscripts presented in the conference will be considered for inclusion in a 
themed issue of The Journal of Regional Analysis & Policy (JRAP).  I will serve 
as guest editor for an issue based on the theme of “Market-Based Approaches for 
Environmental Management” to be published in 2011.  The environmental service 
in question can be air, water, land, or holistic ecosystem perspectives.

Assuming a sufficient quantity of high-quality submissions, the JRAP issue is 
envisioned as including 9-12 manuscripts with approximately one-third focusing 
on policy analysis and two-thirds focusing on quantitative analysis.  The

disciplined comparative analysis or an insightful exposition about the 
conditions needed to allow market-based approaches to succeed.

The quantitative analysis component will include research about how 
environmental markets work, how to design markets that function well and garner 
strong participation, how to establish a fair perceived value for ecosystem 
services, or how government policies help or hinder markets. 

JRAP is a Web-Based open-access journal with a 39-year history of publishing 
applied research helping to solve urban and rural issues at the local, regional 
and national levels.  We will strive to emphasize applied research, and welcome 
contributions from our international friends. We will maintain the spirit of 
peer review ensuring that every paper receives multiple anonymous reviews.

Contributions for Special Journal Issue on Market-Based Environmental Management

I am soliciting proposals for a themed issue of The Journal of Regional 
Analysis & Policy. I will serve as guest editor for an issue based on the theme 
of “Market-Based Approaches for Environmental Management” to be published in 
2011.

Papers will be selected from several sources, including invited contributions, 
self-nominated contributions, organized sessions held at the Mid-Continent 
Regional Science Association (MCRSA) Annual Conference, June 3-5, 2010 in St. 
Louis, Missouri, and a fall conference venue to be announced at a later date.

Currently, this issue is envisioned as focusing on (1) Case Studies of 
Market-Based Environmental Management. This might include a sampling of U.S. 
and international research related to using market-based mechanisms to improve 
air and water quality, preserve open space and wetlands, or other applications. 
(2) Market Design Issues. This might include research about how to design 
markets that function well and garner strong participation, how to establish a 
fair perceived value for ecosystem services, or how U.S. government policies 
help or hinder markets. (3) Evaluating Market-Based Approaches. This might 
include research evaluating the cost-effectiveness of market-based approaches. 
Are they actually more effective in achieving an environmental improvement 
goal? 

Papers may employ a broad range of quantitative methods including analytical, 
simulation, and statistical approaches. Papers employing qualitative methods 
are welcome as well.

The Journal of Regional Analysis & Policy (JRAP) is a Web-Based open-access 
journal with a 39-year history of publishing applied research helping to solve 
urban and rural issues at the local, regional and national levels. We will 
strive to emphasize applied research, and welcome contributions from our 
international friends. We will maintain the spirit of peer review ensuring that 
every paper receives multiple anonymous reviews. JRAP is sponsored and 
financially supported by MCRSA.

Prospective participants in the project should submit a statement of interest 
including an abstract of no more than one page. Special consideration will be 
given to those willing to gather to discuss the project at the Mid-Continent 
Regional Science Association Annual Conference in St. Louis, June 3-5, 2010 to 
participate in one or two organized sessions. It will help build a team and 
central focus for what this opportunity can achieve. The MCRSA early 
registration fee is $150. The meeting will take place at the Hyatt Regency St. 
Louis at the Arch in downtown St. Louis. Lodging cost is $111/night. Additional

I am excited to have this opportunity to help spearhead this important 
discussion. My first priority is a high-quality product for JRAP, meaning that 
MCRSA attendance is not a litmus test.

Colleagues,

I am proposing a session, "On Teaching Rural Development," for the  
2010 Mid-Continent Regional Science Association annual meetings in St.  
Louis, MO, June 3-5.  I have a USDA grant to start a rural development  
certification program, which includes five courses on rural  
development: an introductory course, a grant writing course, a GIS  
overview course, an international trade course and a course on  
electronic commerce.  I am interested in learning the state of the art  
in rural community/economic development education, whether at the  
undergraduate level, graduate levels or in extension.  I?m interested  
in both domestic (U.S.) rural development and in rural development  
around the world.  I am interested in what others consider vital  
topics necessary for quality training in rural development.  Please  
share your experiences from the classroom and/or in the field.   

Abstracts are due on April 1, but we can have an extra week or so to  
submit.  If you are interested in participating, please submit your  
abstracts to me at alu...@latech.edu, and I will submit them to MCRSA  
in one batch.  Details about the conference, held jointly with

I previously sent out incorrect information relating to the dates for an IMPLAN 
V3 Training Workshop scheduled for St. Louis, Missouri.  The correct dates are 
June 2-3, 2010.

The training is being offered in association with the Mid-Continent Regional 
Science Association Annual Conference/IMPLAN National User’s Conference 
scheduled for June 3-5.  IMPLAN will conduct a special reduced-cost 
Introduction to IMPLAN V3 Workshop June 2-3 at the Hyatt Regency St. Louis 
Riverfront Hotel in downtown St. Louis.  

All persons wishing to submit an abstract or session proposal for both the 
MCRSA and IMPLAN conference sessions are encouraged to do so electronically via
