I would suspect water in the feed line or a bad connector first. You'll know 
more  when you can inspect the antenna.

You could try overriding the tuning power (in the manual) and see if it can 
even tune at full power instead of the normal 20 watts. I suspect it would have 
an issue that the lower power doesn't reveal.
