I'd suggest this isn't an Elecraft problem alone. CA is in the middle of COVID in a bad way. I sent a mobile rig to Yaesu in Los Angeles, and it took four months to get it back. I couldn't get a single status update via email or calls, and didn't know if the radio was going to be repaired or not - until UPS delivered it to my house. Evidently all incoming shipments are quarantined for a period of time, then also most of the normal in office staff are working remote.
